What is wrong with my power steering?

I own a 1997, Chrysler Cirrus, and the power steering is extremely tight when i am sitting still but when i am driving, it is fine. Whats wrong?

Alignment "Caster is a Steeling alignment angel" in most cars pre-set but also controlled by "Steering Knuckle Bearing/Bushing Wear". Weak Power Steering Pump, Low Fluid, Bad Wheel Bearings (Repack or Replace), Bad Seals in the Rack-n-Pinion, Low Tire Pressure "32 to 35"
